INTENTION

The poets adresses government, police and right-wing politicians

He accuses:

the government of colliding  with business interests and therefore suppresses immigrants.

the police of being racially prejudiced. They are accused of bending the rules against black people's interests.

the right-wing politicians of oppressing ethnic minorities using violence and covert murder.
 

He praises:

the Asians because they are resistant and showing solidarity.

the Blacks because they resisted against the oppressors unarmedly.

the other ethnic minorities in the other places, because their insurrection defeated the police.
 
 

This is summed up in the chorus:

The ethnic minorities make history, because they defend themselves against the forces.
The ethnic minorities make history, because they are not passive victims.
The ethnic minorities make history, because their resistance was unarmed and did not involve killing people.
 
 

This leads to the intention of the song:

  • stand up and fight for your rights
  • inform the people
  • the addressed groups ( government, police, nationalists ) should think about their behaviour
  • get support from white people
  • make everybody think about racism
  • minorities have to fight together
In fact the riots led directly to the report by Lord Scarman, which recommended changes in many areas and shifted the people thought of the ethnic minorities and how they saw themselves
